The Autonomous Communities of the middle stretch of the Ebro, members of the Ebro Resilience Strategy and partners of the LIFE Ebro Resilience P1 Project have launched lines of aid for private individuals and local entities, aimed at protection and adaptation to flood risk included in the Recovery, Transformation and Resilience Plan, the example being the publication of aid from the Government of La Rioja on April 12.

The Autonomous Communities of La Rioja, Navarra and Aragón, within the framework of the Ebro Resilience Strategy for adaptation to flood risk in the middle stretch of the Ebro, have launched various lines of subsidies to individuals or private and local entities for protection and adaptation actions with financing from the European Union through Next Generation Funds and within the framework of the Recovery, Transformation and Resilience Plan.

The latest call was published on April 12 in the Official Gazette of La Rioja by the Government of La Rioja, which has launched this line of subsidies with an amount of 1.3 million euros.

The territorial object is the riparian municipalities of the Ebro axis and the rivers Cidacos and Alhama, as established in the Ebro Resilience Strategy, from the municipality of Logroño to the border with the Community of Navarra, and may be applied for by individuals or legal entities, communities of owners or local entities.

Eligible projects respond to four lines of action:
  • Acquisition and installation of equipment or materials to prevent the entry of water or facilitate its evacuation (temporary barriers, bilge pumps, non-return valves, etc.).
  • Execution of environmental recovery works and improvement of the condition of watercourses and riverbanks that contribute to reduce the risk of flooding, especially in urban areas.
  • Actions to adapt to the risk of flooding of agricultural and livestock farms (installation of temporary and/or permanent flood gates and/or barriers; sealing and waterproofing of exterior walls and sills; raising or sealing of entry thresholds; evacuation or protection of infrastructure, equipment and facilities; creation, extension or improvement of drainage systems, redesign of irrigation networks and systems so that they run under the natural terrain).
  • Works or actions necessary for the protection, environmental improvement and adaptation to flood risk of river environments (implementation of measures aimed at risk mitigation; land acquisition; other actions for the adaptation of communication routes, supply and any other infrastructure or existing asset in the flood zone.

Strategy and LIFE Ebro Resilience P1
The three Autonomous Communities are participating in the Ebro Resilience Strategy, together with the Ministry for Ecological Transition and the Demographic Challenge (MITECO), the Ebro Hydrographic Confederation and the public company TRAGSATEC, with the aim of adapting the middle stretch of the Ebro to the risk of flooding from Logroño to La Zaida (Zaragoza).
This strategy also includes the LIFE Ebro Resilience P1 Project, whose partners are the Government of La Rioja, the Government of Navarra, through Gestión Ambiental de Navarra (GAN-NIK), the Government of Aragón, together with the Aragonese Water Institute, MITECO, through the public companies TRAGSA and TRAGSATEC, and the CHE.
With this, the three maintain a firm commitment to coordination and adaptation measures in the face of the risk of flooding in an area with significant exposure to this extreme phenomenon. In the middle stretch of the Ebro (some 325 kilometers) some 51,000 people live in flood-prone areas and a total of 23 municipalities have a high probability of flooding.
